{"id":395,"date":"2020-01-12T22:06:05","date_gmt":"2020-01-13T04:06:05","guid":{"rendered":"https:\/\/pages.stolaf.edu\/datadc\/?p=395"},"modified":"2020-03-20T21:15:45","modified_gmt":"2020-03-21T02:15:45","slug":"i-cant-say-how-i-really-feel","status":"publish","type":"post","link":"https:\/\/pages.stolaf.edu\/datadc\/2020\/01\/12\/i-cant-say-how-i-really-feel\/","title":{"rendered":"&#8220;I can&#8217;t say how I really feel&#8221;"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">I cannot tell you how many times I have heard from people how hard it is to \u201cmake it\u201d in the arts. When I tell people I want to make a career out of the arts they say \u201coh that\u2019s a tricky field\u201d and that it\u2019s \u201ccertainly not where the money is.\u201d If you want to make money in the arts you first need to start with some money, buying supplies or instruments, renting spaces, or building a brand for yourself, it all costs money. This is typically where grants come in.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A couple of days ago we visited an organization that provides grants <\/span><span style=\"font-weight: 400;\">for arts projects, national initiatives, and partnership agreements called the National Endowment for the Arts (NEA). The NEA is \u201can independent federal agency that funds, promotes, and strengthens the creative capacity of our communities by providing all Americans with diverse opportunities for arts participation.\u201d <a class=\"sdfootnoteanc\" href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\"><sup>1 <\/sup><\/a>It is governed by a chairman who is appointed by the president to a four-year term, as well as an advisory committee made up of 14 individuals also appointed by the president for their expertise and knowledge in the arts. As of August 2019, Mary Anne Carter is the current and 12th chairman of the NEA.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was started by an act of the U.S. Congress in 1965, beginning with a budget of over 2 million dollars. From about 1985-1995 the NEA\u2019s budget was as high as it\u2019s ever been, ranging from 160 million to 180 million dollars until it was abruptly cut down to 99.5 million dollars. This happened because the NEA decided to fund a piece of controversial art called \u201cPiss Christ\u201d by Andres Serrano.<a class=\"sdfootnoteanc\" href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\"><sup>2<\/sup><\/a>\u00a0<\/span><\/p>\n<div id=\"attachment_397\" style=\"width: 106px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-397\" class=\"wp-image-397 size-thumbnail\" src=\"https:\/\/pages.stolaf.edu\/datadc\/wp-content\/uploads\/sites\/1405\/2020\/01\/220px-Piss_Christ_by_Serrano_Andres_1987-96x141.jpg\" alt=\"A crucifix with red lighting submerged in a vat of the artist's urine.\" width=\"96\" height=\"141\" srcset=\"https:\/\/pages.stolaf.edu\/datadc\/wp-content\/uploads\/sites\/1405\/2020\/01\/220px-Piss_Christ_by_Serrano_Andres_1987-96x141.jpg 96w, https:\/\/pages.stolaf.edu\/datadc\/wp-content\/uploads\/sites\/1405\/2020\/01\/220px-Piss_Christ_by_Serrano_Andres_1987.jpg 220w\" sizes=\"(max-width: 96px) 100vw, 96px\" \/><p id=\"caption-attachment-397\" class=\"wp-caption-text\">This is a crucifix submerged in a vat of Serrano&#8217;s urine.<\/p><\/div>\n<p><span style=\"font-weight: 400;\">This piece of art got a lot of backlash from Christians and specifically the American Family Association, so the NEA\u2019s budget was cut down.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another point of controversy in the NEA\u2019s past is when the 5th NEA chairman John Frohnmayer vetoed a grant to Karen Finley, a performance artist advocating for women\u2019s sexuality, for work that was \u201ctoo controversial.\u201d Finley and 3 others who were not given grants decided to sue the NEA for a violation of constitutional rights (<\/span><i><span style=\"font-weight: 400;\">National Endowment for the Arts v. Finley)<a class=\"sdfootnoteanc\" href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\"><sup>3<\/sup><\/a><\/span><\/i><span style=\"font-weight: 400;\">, and they lost.\u00a0<\/span><\/p>\n<div id=\"attachment_398\" style=\"width: 153px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-398\" class=\"wp-image-398 size-thumbnail\" src=\"https:\/\/pages.stolaf.edu\/datadc\/wp-content\/uploads\/sites\/1405\/2020\/01\/A-62548-1178551989.jpeg-143x141.jpg\" alt=\"A photo of the artist covered in honey. This is a part of a series that Finley did to advocate for and bring attention to women&#8217;s sexuality.<\/p><\/div>\n<p><span style=\"font-weight: 400;\">These controversies are the reason why the NEA decided to focus more on arts organizations and groups rather than, as a book snippet I read said \u201cartists in trendy urban centers\u201d.<a class=\"sdfootnoteanc\" href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\"><sup>4<\/sup><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Visiting with the NEA was a very interesting experience. When we asked about controversies such as these, the members of the NEA wouldn\u2019t talk about what happened, and that they don\u2019t really fund art that could be considered controversial in any way anymore. Something that was the most striking though was what one specific woman said when she was asked what her experience was like being a civil servant. She said that despite all of the things she has sacrificed (including her voice in some instances) she feels that her job is incredibly important and she feels like she is really making a difference, or else she wouldn\u2019t still be there. However, she wouldn\u2019t go any further, saying \u201cI can\u2019t say how I really feel\u201d\u00a0<\/span><\/p>\n<p>Of course, creating controversy isn&#8217;t the only thing that the NEA does. They provide necessary funding for artists (see my first paragraph). The NEA paves a pathway for many who wouldn&#8217;t be making art today if it weren&#8217;t for the grant they received. I looked through their recent grants and I found two that were granted to organizations that some Minnesotans and especially Oles may recognize: <a href=\"https:\/\/composersforum.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">The American Composers Forum<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Cantus_(vocal_ensemble)\" target=\"_blank\" rel=\"noopener noreferrer\">Cantus<\/a>!<a class=\"sdfootnoteanc\" href=\"#sdfootnote1sym\" name=\"sdfootnote1anc\"><sup>5<\/sup><\/a><\/p>\n<p><span style=\"font-weight: 400;\">This visit sparked a stirring conversation among us students.
