Second son of Hasegawa Takejiro and Komiya Yasu. He went to Tokyo Fifth High School and upon graduation in 1914, he joined his father in business. Nishinomiya Yosaku trained under his father and took over the family publishing business after his passing in 1938. But by 1936, only Nishinomiya’s name appeared on copyright stamps on their prints. During Nishinomiya’s tenure, the stable of artists working with the publishing company grew to include names such as Shoda Koho, Yoshimoto Gesso, Kobayashi Eijiro, Ito Yuhan, Ohara Koson, Ōide Tōkō and Kawanabe Gyosui (one of the few female artists of the shin-hanga movement). He worked out of the studio at 17 Kami Negishi-cho in Shitaya-ku, Tokyo, which the family owned since 1911 until present day.
